Briggs - GWDC ARMA Chapter President 2009-2010 Abdur-Rahim Briggs is currently entering his 10th year as a member of both ARMA International and Greater Washington DC ARMA Chapter. He previously has served on the Chapter’s Board of Directors over the past two years as Director of Marketing and Vice-President of Programs and received the Rita Holt Chapter Member of the Year Award during the 2008-2009 program year. He has 15 cumulative years of experience within the Records & Information Management industry which includes working in both private and public sector arenas. He currently serves in the capacity of Records Management Officer for the District Government’s Office of Contract and Procurement. Abdur-Rahim Briggs’ was born and raised in Los Angeles, California and graduated with a Bachelors of Arts in Sociology from California State University at Bakersfield. He was also a Track & Field All-America while running track during his college years. His hobbies are volunteering for community service activities, weight training, reading, meditation and listening to Smooth Jazz. He currently serves as president of a non-profit organization geared towards HIV/AIDS awareness. |

Doug has been managing records both as the Records Manager and as a Senior Legal Assistant for Wiley Rein for over 20 years. He has worked extensively with the senior legal and administrative staff to develop systems to ensure the efficient, effective and compliant handling of the Firm’s records. He has spoken locally about the importance of integration with IT and developing a lead role in compliance management as a records manager. |

1996 - Current --
Ms. Nicolella was hired by WRAIR’s Deputy Director and
promoted to the Information Management Division (IMD),
then a promotion to Records Management Specialist in
2003 WRAIR’s first. Ms. Nicolella implemented the
Institute’s records program through the Army Records
Information Management System (ARIMS), AR 25-400-2.
This Army-wide 17,000+ page electronic database is
maintained at Fort Belvoir by the Administrative
Assistant to The Secretary of the Army. She and a
committee to improve WRAIR records management
established policy and SOPs. Ms. Nicolella teaches
ARIMS to 75 record coordinators and has taught at Army
bases in the U.S. and Germany. Under her tutelage,
WRAIR passed records inspections by Medical Command.
She was awarded the Army’s highest honor the
Achievement Medal for Civilian Service. Ms. Nicolella
turned over records to National Archives (NARA) saved
from destruction that NARA deemed quite important for
U.S. war history. She prepares to implement electronic
recordkeeping at WRAIR.
Ms. Nicolella is a certified
Records Manager from NARA; certificate is signed by
The Archivist of the U. S., and is trained by the
Records Manager to The Secretary of the Army
