These guidelines have been developed by the World Wide Web Consortium (W3C) to
explain how to make

disabilities. The guidelines are intended for all
Web content developers
(page authors and site designers) and for developers of

Each chapter Web Administrator that is developing content should review these guidelines and try to
adhere to them.

Rehabilitation Act Amendments of 1998. Section 508 requires a published set of standards
which set forth a definition of electronic and information technology and the technical and
functional performance criteria necessary for such technology to comply with section 508.
